To drive Global Process Safety’s mission to ensure the company prevents any Major Accident Events on our fleet.

To independently define concepts and critical deliverables, lead, plan, manage, control, review and deliver engineering deliverables of Process Safety for the assigned project efficiently according to the specified technical requirements, timelines and budget, and to manage project resources and independently deal with and resolve all issues of the project, and provide guidance to the assigned team.

Responsibilities

• Develops and/or reviews FPSO HSSE Design Philosophy, Bow-Ties and Performance Standards for all SCEs identified for the project.

• Performs review of arrangement of active fire protection (including coverage), escape route, lifesaving appliances, fire and gas detectors locations (coverage), PAGA Layout, hazardous area classification and schedule, General Arrangement, exhausts and vents location, Process PFD, P&ID, Marine P&ID, HVAC D&IDs, ESD Philosophy/hierarchy, F&G and ESD C&E, PFP Philosophy/spec/drawings, firewater hydraulic analysis (ring main, deluge, cargo deck foam) and surge analysis, and safety layout.

• Develops and/or reviews the scope of work document covering the purpose, criteria and scope of safety risk assessments such as HAZID, HAZOP, FRA, ERA, and QRA, exhaust gas and vent dispersion analysis, dropped object analysis, ship collision analysis, F&G detector mapping study, Evacuation, Temporary Refuge Rescue Analysis (ETRERA), predictive noise study, Structural fire risk analysis, Emergency Systems Survivability Analysis (ESSA), Human Factors Analysis, SIL assessment, and ALARP Evaluation.

• Instructs and guides process safety engineer to develop, review and approve in-house studies such as dropped object study, 2D vent dispersion study, Evacuation, and Temporary Refuge Rescue Analysis (ETRERA), and any other Technical Notes.

• Instructs and guides process safety engineer to develop, review and approve the in-house calculation such as fire water and foam demand and cargo vent dispersion using PHAST software.

• Coordinates, manage Risk Consultant and review risk assessment to ensure the risk of the facility is properly assessed following procedures, and scope of work.

• Instructs and guides the process safety engineer to collect and review the input data collected for risk assessments such as predictive noise study, dropped objects analysis, and exhausts & vents dispersion study, ship collision analysis, Evacuation, and Temporary Refuge Rescue Analysis (ETRERA), etc Defines scenarios for analysis and sensitivity studies.

• Reviews technical requisition, technical bid evaluation, vendor documents to highlight any discrepancies for safety systems and verify the design HSE action responses against the drawings and highlight any discrepancies for safety systems.

• Participates in meetings, reviews progress and addresses interface/implementation/execution issues, escalates where necessary to ensure that the project proceeds timely and smoothly.

• Plans and organizes process safety related workshops, resources and schedule to meet project timelines and departmental objectives.

• Provides technical/engineering support and advice to Construction/Commissioning work at site, including operation phase, trouble shoots and follows up with stakeholders to rectify the gaps or problems. Where necessary, provides off-site support and advice.

• Drives / supports SCE performance standards assurance activities and pre-start up safety review activities at construction / integration yard, where necessary.

• Guides/supervises junior Engineers and appraises their performance.
  

• Bachelor in Naval Architect/Chemical Engineering/Environmental Engineering/Mechanical Engineering or higher.

• Minimum 12 years of relevant working experience in Process Safety engineering in oil and gas sector for graduates or minimum 11 years of relevant working experience for Master degree holder.

• Is aware of applicable industry standards, Company standards, specifications and procedures for his/her functional area.

• Is competent in understanding on process safety inputs as well as accurate usage of data extraction sheet during preparation of process safety deliverables

• List any special language requirement besides English and also any fundamental software skill(s) required by this job.
