You will implement STB's people development initiatives, in the areas of strategising and driving learning and development interventions to enable an effective and future-ready STB workforce.Main ResponsibiltiesYou will work closely with stakeholders in the learning ecosystem to: Drive external partnerships with training providers or procure digital eLearning solutions to strengthen STB's blended learning approach that seeks to build the competencies of our workforce; Work with Senior Management and other government agencies to design career pathways and learning interventions for selected Groups/ segments of staff within STB; Streamline learning processes, leveraging technology such as Robotic Process Automation (RPA) to achieve greater work efficiency; Design and maintain training reports for Senior Management reporting; Provide support to STB's business units on their training enquiries and needs, and to recommend and co-create relevant learning solutions; and Provide support/manage any other learning & development initiatives as requested.Job RequirementsFunctional Competencies Training - Design career pathways and training roadmaps, identify current and future organisational development needs, launch suitable learning interventions and partnerships, and use evaluation tools to assess the learning effectiveness of our learning interventions Negotiation - Explore the training needs and concerns of STB's staff, demonstrate confidence and savviness to co-create learning solutions, while leveraging different negotiation styles when interacting with the various stakeholders in the learning ecosystem to drive STB's learning strategies Basic data analytics - Demonstrate data literacy and ability to apply data in decision-makingJob Requirements At least 3 years of relevant work experience in L&D, and experience as a HR business partner will be an advantage Excellent communications, negotiation and stakeholder management skills, and confident in his/her ability to co-design or recommend relevant learning solutions for our staff Strong planning, analytical and organisational skills, with ability to think systemically to ensure successful implementation of L&D policies and timely execution of learning interventions Driven and motivated individual who continuously studies learning behaviour and trends, and has as keen eye to streamline internal processes Good in navigating information databases and data storytelling Familiarity with project management methodologies (e.g. Scrum/Agile) and Robotic Process Automation (RPA) will be an advantage
