Job Description


:

  • This position is for Office of Human Resources & Faculty Administration (HRFA).
  • HR & Finance Management System (HRFS) Implementation
  • Work in collaboration with HRFS Programme team, HR, L&OD (Learning and Organisational Development), IT and business units to plan, manage, coordinate and implement new HRFS platform/system. Primary emphasis to be placed on the successful implementation and adoption of L&OD functional modules.
  • Identify and translate business needs into requirements for policy, workflow and process improvement, enhancements, and new practices to support new HRFS platform.
  • Collaborate with cross-functional teams in HR and IT to develop, maintain and improve policies, processes and workflows, including supporting the systems implementation of inter-dependent HR modules (e.g. in compensation, benefits, leave, etc.).
  • Identify and resolve gaps and issues related to integration with HRFS system and ensure user experience is enhanced.
  • Work in collaboration with Head and L&OD team to ensure optimization of implementation timelines, resources and workload to meet HRFS project timelines and deliverables.
  • With support from HR and L&OD colleagues, lead, design, and coordinate the change management, training and onboarding of L&OD modules in HRFS.
  • Develop, maintain and contribute to the reporting of relevant metrics to keep track of HRFS implementation progress and the successes.
  • Learning & Development
  • Design, implement, and manage the University\'s corporate learning curricula, elearning, webinars, materials, and programmes; source, commission and coordinate with external trainers and vendors as needed.
  • With support from HR Technology and Operations teams, lead on the development, implementation and maintenance of learning management systems, including elearning and mentoring platforms.
  • Ensure that learning content and materials (e-learning courses, videos, toolkits, documents) are kept updated, uploaded and organized within the LMS.
  • Plan, develop and deliver marketing and communication strategies, materials/info toolkits, to promote engagement with learning and development programmes and activities, and optimize use of new learning module in HRFS.
  • Manage the L&D budget for assigned L&D initiatives and programmes effectively, including cost analysis and internal/external vendor negotiations.
  • Monitor and assess the impact and effectiveness of learning and organizational development initiatives, programmes and resources.
  • Identify, track, collate and analyse learning feedback and metrics to prepare reports, analytics and insights to inform Senior Management decisions and planning in workforce capabilities and for continuous improvements.
  • Performance Management & Talent Management
  • In collaboration with L&OD colleagues, review, design, enhance and implement performance management and talent management and succession planning framework systems, policies, processes, and procedures.
  • Plan, improve, and manage the University\'s annual performance management exercises, including the data collection, collation, analysis and proper handling in preparation for organisational performance management reviews and talent identification.
  • Contribute to the successful implementation and delivery of related performance and talent management, and succession planning modules in HRFS, including related automation, workflow process design and enhancements.
  • Design, planning and facilitation of training for successful deployment of HRFS PM and talent modules, and adoption of new processes and systems by end-users.
  • Operations Efficiency & Management
  • Work with Head and L&OD colleagues to digitise and streamline admin and ops processes and workflows to achieve efficiency and facilitate integration with new HRFS system and platform.
  • Provides administrative and operational support for assigned L&OD programme and events, projects and/or initiatives, including provision of data for management reporting and decisions.
  • Other duties within the scope and purpose of the job, as needed by management or department.
Qualifications:
  • Degree qualified, preferably in HR, Psychology or Education; minimum of 8 years of relevant professional experience in HR.
  • Strong project management skills to successfully lead deployment of new HRFS systems, modules and new or enhanced workflow processes.
  • Ability to design, develop and execute learning, OD and change initiatives, programmes, projects and events.
  • Ability to plan, organise, coordinate, multi-task and prioritise under pressure with minimal supervision.
  • Competence in the use of standard Microsoft Office Suite applications and productivity tools, particularly process mapping tools, Excel, Word and PowerPoint.
  • Strong statistical, numeracy and data skills to gather, analyse and present quantitative and qualitative data to drive actions.
  • Conversant in web-learning technologies, and virtual collaboration tools (e.g. Sharepoint, MS Teams, etc), and Microsoft Office Applications.
  • Familiarity with learning management platforms to administer, track, and evaluate training programmes, and competent in using training software, e-learning platforms, and multimedia tools for creating engaging training materials.
  • Excellent ability to identify and diagnose issues/problems, generate ideas and implement solutions to achieve results.
  • Process-oriented and solutions-focused to identify opportunities and functional solutions to achieve process improvement, efficiency and productivity.
  • Strong interpersonal, communications and collaboration skills to influence and sustain relationships at all levels of the organization to achieve results
  • Experience and/or certifications in the following areas would be advantageous:
  • Training, facilitation, and courseware/curriculum development.
  • Experience in conducting and analysing organisational audits and assessments [HR-related], learning needs analysis, and competency/skills gap analysis, etc.
  • Experience in implementation of new HCM platforms and software, and related change management.
