What the role is:The People and Culture Group (PCG) provides strategic and operational shared HR services to agencies under its care. PCG brings best and progressive practices to support agencies in building and fostering a high performing and engaged workforce to deliver on their organisational mission and strategic goals. We are looking for a Manager (Growth & Development). As Manager (Growth & Development), you play the role of learning consultant to a group of public agencies, providing thought leadership, expertise, and guidance on building organisational capability and learning culture. This will be in collaboration with relevant partners such as the strategic workforce planning team, HR business partners, and agency leaders. You will design and develop innovative programmes that equip our workforce with competencies which will help them to deliver the best value to their organisation while being prepared for future roles and technology advancements.What you will be working on:

  • Keep abreast with market trends and in tune with the organisation and managements\' vision for current and future needs to ensure relevance of existing programs, making recommendations for new and innovative/experiential programs as needed. \xe2\x80\xa2 Review, refresh, and streamline systems and practices across multiple clusters / agencies. \xe2\x80\xa2 Embed Competency-Driven Growth (CDG) as the anchor for workforce and leadership development, including the development and adaption of competency frameworks and competency role profiles, and integrating it into the HR Payroll System (HRPS), competency assessment and appraisal forms. \xe2\x80\xa2 Design, implement, and deliver innovative and scalable development interventions to uplift the competencies of the workforce to meet strategic business needs and to be future-ready. \xe2\x80\xa2 Design, implement, and deliver leadership initiatives (e.g. Leadership360) to hone leadership competencies across middle/ senior management levels, and cultivate a pipeline of effective leaders. \xe2\x80\xa2 Establish metrices to measure the effectiveness of development initiatives and put in place processes to track them robustly and accurately (e.g. learning records for effective data analysis). \xe2\x80\xa2 Develop dashboards to provide insights on the organisation\'s competency landscape and make recommendations to bridge capability gaps. \xe2\x80\xa2 Onboard and drive employee utilisation of learning development platforms to support professional and career growth.

Able to make sound and timely decisions. Thinks ahead to anticipate issues, identify opportunities, and appreciate implications. \xef\x82\xa7 Stakeholder management: Can work effectively with and mobilise relevant stakeholders at different levels of the system for relevant input toward a common purpose and deliver impactful outcomes. Create and promote opportunities for collaboration across boundaries. Good to have: \xef\x82\xa7 Design thinking: Focused on understanding our learners\' and business needs. Not afraid to challenge assumptions and redefine problems to create innovative and viable solutions. \xef\x82\xa7 Competency framework development & application: Experience in contextualising and applying centrally developed competency frameworks to various functions/verticals.
