Procures and facilitates all logistics requirements and arrangements for NACLI\'s training programmes and events; both onsite and offsite.
Manages and coordinates all procurement and contract management matters for NACLI in compliance with PA and the government\'s IM on procurement.
Supports Senior Manager (Training Operations - Logistics and Procurement) in the forward planning, review and preventive maintenance of training and teambuilding equipment (fixed props and mobile props) and other training-related logistics.
What you will be working on:Key responsibilities include:Training Logistics Management
Works closely with NACLI training faculty in the planning and procurement of logistics, equipment and props for NACLI\'s training programmes and events.
Provides guidance to Facility Management Company (FMC) in the set-up plans for daily logistic operations for NACLI\'s training including contextualised logistic requirements for constituency-based training (offsite).
Manages inventory management of logistics, training materials/resources, and equipment required for classroom and teambuilding programmes in consultation with training faculty.
Collaborates with internal and external stakeholders to ensure smooth, prompt and efficient coordination of training logistics management for all NACLI event including support for PA events.
Streamlines training logistics workflow and continually strengthen and explore innovative processes for improved efficiency.
Procurement & Contract Management
Assists Senior Manager (Training Operations - Logistics and Procurement) to provide professional advice to NACLI staff on all procurement and contract management matters to ensure compliance to Government Instruction Manual and PA guidelines for strong governance.
Reviews, adapts and strengthens internal NACLI procurement practices to ensure effectiveness and compliance to Government Instruction Manual and PA guidelines.
Assists in issuance of Purchase Order (PO) and ensuring Goods/Services were delivered in accordance to requirements.
Assists Senior Manager (Training Operations - Logistics and Procurement) to review open Purchase Orders (PO) and liaise with stakeholders as part of procurement clean up exercise.
Assists Senior Manager (Training Operations - Logistics and Procurement) to review and value-add to all procurement documents (e.g. AOR, Tender Specifications for ITQ, ITT, Letter of Award, Contract Variations etc) drafted by NACLI staff prior to centralised clearance from specialist division in HQ.
Assists Senior Manager (Training Operations - Logistics and Procurement) to liaise with PA Administration & Procurement Division for clearance of procurement documentations at every stage of the procurement process.
Facilitates posting of Invitations to Tender/Quote, site show-round, tender evaluations, submissions for approval, awards and administering of tender contracts.
Works closely with Training Faculty and NACLI\'s middle/back office in identifying potential suppliers, conducting market research and evaluating vendors\' capabilities and performance to support strategic deliverables.
Assists Senior Manager (Training Operations - Logistics and Procurement) to provide regular updates and provides guidance to NACLI staff on the procurement of goods and services processes within NACLI.
Manages and monitors master contracts for commonly used services for NACLI.
Assists Senior Manager (Training Operations - Logistics and Procurement) to provide guidance to NACLI staff to ensure that all performance of contractual obligations are accordance to terms and conditions stipulated in the procurement documents.
Facilitates internal and external procurement audit exercises.
Distils learning from procurement audits, proposes mitigating measures to prevent recurrence and conduct sharing sessions for NACLI staff.
Fixed Asset Management
Assists Senior Manager (Training Operations - Logistics and Procurement) to ensure NACLI\'s fixed assets all are accounted for by facilitating requests to condemn/dispose fixed asset and put up recommendations to NACLI Survey Committee.
Assists Senior Manager (Training Operations - Logistics and Procurement) in facilitating annual asset checks for whole of NACLI assets.
Other DutiesOther ad-hoc duties not covered under main responsibilities and duties:
Covers duties of Senior Manager (Training Operations - Logistics and Procurement) when required.
Assists in PA and NACLI events and ad hoc projects.
Weeknight/Weekend deployment for events at NACLI and external venues.
Performs other duties as assigned by senior officers.
Serves as member of Key Priority Area teams.
What we are looking for:Requirements:
Minimum - Professional qualification in logistics or procurement related discipline.
Minimum - At least one year related working experience in logistics or procurement related fields.
Desired - Two years\' working experience in relevant fields.
Strong literacy in Microsoft Office Productivity Suite.
Good writing skills.
Strong communication and people skills.
Experience in government procurement guidelines and processes, and use of GeBIZ System would be an added advantage.
Only shortlisted candidates will be notified.
