Job Description


This position is for PACC Offshore Services Holdings (POSH), a company under Kuok (Singapore) Limited.
Roles and Responsibilities

  • Manages POSH crew training program (including Computer Based Training) to achieve competency and safety awareness
    • Explore innovative solutions and training methods to continually improve health and safety performance of the fleet
    • Develop innovative and effective ways of delivering health and safety communications to crewmembers
    • Develop and conducts in-house training programmes and courses, including Safety Seminars and Workshops
    • Collaborate with Fleet IT to roll out cyber-security training for the fleet
    • Identify appropriate training centres and develop tailor-made training courses for crewmembers
    • Coordinates with the internal & external stakeholders on the administration and execution of training programs
    • Draw out and present Training Budget annually and monitor that training programmes are being conducted per allocated budget
    • Approve purchase orders and associated invoices for training programmes in-line with presented budget
    • Review CBT modules annually with HODs
  • Formulate annual Training Matrix and plan in-line with POSH & Charterers’ training requirements:
    • Responsible to identify training needs of crewmembers to eliminate gaps
    • Consult with HODs on the development of training programmes
    • Review the effectiveness every 6 months
  • Develops and manages Crew Competency Management System (CCMS) on COMPAS and continually innovate the system in collaboration with various departments
  • Manages POSH cadet program to ensure that company’s future officer needs can be satisfied
    • Collaborate with Crewing Department to select, recruit and train cadets for the fleet
    • Review the company’s cadet training programme on regular basis
  • Keep abreast of industry best practices in safety for introduction to POSH fleet as appropriate
  • Collaborate with overseas offices to develop bespoke training plan
  • Conduct IMS related training i.e., MOC/Risk Assessment for shore staff
  • Collaborate with HSE department to conduct Safety Day seminar for shore staff
  • Conduct Annual OVMSA crew training gap assessment, develop plan
  • Assist with client’s audit on training matters
  • Collaborate with Group HR on shore staff training
  • Review crew training sections in IMS and crewing manual

REQUIREMENTS
  • At least 5 years’ experience in Maritime crew training
  • Preferably with sailing experience
  • Basic knowledge of offshore industry
  • Good knowledge of international maritime regulations, including flag state requirements, STCW, ILO, OVMSA
  • Good interpersonal and social skills
  • Good written and communication skills
  • Strong team orientation
  • Proven ability to manage cross cultural crew / relationships in a dynamic and fast-paced environment
  • Positive with open growth mindset
  • Independent and resilient
  • Deck or Engine Officer COC class ½ or Equivalent experience in Maritime Training domain.
  • Ready to travel to offshore vessels worldwide to deliver training
  • Estimated business travels up to 25% of the time
