Job Description


What the role is:The Challenge The operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi-faceted, which impact the way the Public Service operates and organises itself. Internally, the changes in workforce profile have necessitated a new approach in how the workplace is designed, while the pervasiveness of technology has fundamentally changed the way we conduct our business. You will be part of the Service Policy and Leadership team in ServiceSG and will report to the Manager (Service Policy and Leadership). ServiceSG, a department within PSD, has been set up to champion integrated public service delivery. It works with different agencies across the public service to integrate over 400 services around key moments of life of citizens, and serve citizens in an integrated way, through a central omni-channel service delivery system comprising a digital platform (\xe2\x80\x9cLifeSG\xe2\x80\x9d), a network of physical service centres at Community Centres and libraries (\xe2\x80\x9cIntegrated Public Service Centres\xe2\x80\x9d) and a central call/contact centre. In addition to its core function, ServiceSG also plays a key role in the development of service delivery talents in the domain. This is achieved through various workforce development programmes such as Short-term Immersion Programmes (STIP), GIG programmes, Structured Job Rotations (SJR), and Talent Attachment Programmes (TAP). These programmes are designed to provide officers with exposure to different service delivery environments and equip them with the necessary skills and knowledge to excel in their roles. Learning Areas Curating progressive, impactful developmental opportunities to level up the workforce capabilities of the Whole-of-Government Service Delivery function and partnering various stakeholders to implement them through these various initiatives: Structured Job Rotation (SJR) - An annual exercise where officers can be seconded to other public agencies for their career development ranging from 2-3 years. Talent Attachment Programme (TAP) - The Public Sector TAP develops public officers with the potential to take on leadership positions, through attachments (ranging from 6 months to 1 year) to the private or non-governmental people sectors. Service Competency Framework (SCF) Coaching Conversation Workshops - As part of our efforts to drive competency driven growth, our goal is to equip every supervisor the ability to conduct career conversations to support the development of their officers. The SCF coaching conversation workshops is targeted at the service delivery supervisors with contextualised content, examples and role plays, enabling them to coach their team members effectively. Design Thinking Internships - As we embark on the next bound of workforce transformation for the public sector, we are building design thinking abilities in our officers. One key strategy is a pilot programme in collaboration with DesignSingapore Council and Institutes of Higher Learning (IHLs) to facilitate the matching of students with design thinking skillsets to intern at public agencies.What you will be working on:[Specific Job Responsibilities] Support the administration of career development programmes (TAP and SJR), SCF coaching conversation workshops and the Design Thinking Internship pilot programme within the Service Delivery domain, which includes: 1. Engaging and coordinating with internal and external stakeholders (such as HR Leaders, officers, IHLs, public and private companies) to ensure the smooth running of the above programmes. 2. Administering talent data repository for the above programmes, ensuring accuracy for reporting and analytics capabilities, contributing to strategic talent management decisions and initiatives. 3. Preparing key reports, presentations, and visualisation dashboards to effectively monitor the efficacy of the development programmes and communicate them to stakeholders. 4. Supporting career development discussions by refining officers\' professional profiles and co-facilitating interviews. 5.
