What you will be working on: As a Procurement Manager at GovTech, the role will require you to: 1. Drive projects and initiatives as part of the Procurement Team to improve the procurement processes, governance and the procurement experience of users in GovTech, in particular; a) Data Analytics : Support and establish a Data Analytics Framework Support and perform data extraction, cleansing, draw insights, recommendations and corrective measures Support and prepare presentation material for analytics b) Establishing of a replacement Procurement System Support the project team in the evaluation process from a business user perspective; Work with contractor on the configuration of forms and workflows in accordance to internal requirements; Perform user acceptance test (UAT) before System go-live; and Prepare training materials for internal users, conduct end user training if necessary 2. Provide guidance and consultancy to GovTech users on all procurement activities including keeping BUs informed on the changes in IM on Procurement, GovTech's procurement policy and procedures 3. Assist the team with high value purchases carried out by the Business Units including but not limited to advising on the procurement approach, reviewing of requirement specifications, providing in-depth evaluation and review of the tender evaluation report prior to submission to the Tender Approving Authorities to ensure compliance to procurement rules 4. Perform any other duties and projects assigned by supervisors What we are looking for: Tertiary qualification in any discipline At least 5 years of working experience, preferred with working experience in similar capacity in the Procurement Department within public organisations Possess applied knowledge on Government IM on Procurement and FCs/FCMs relating to Government Procurement Good knowledge procurement operations and GeBIZ System MS Office and other IT applications Basic legal and contractual knowledge OrganIsed and meticulous Able to effectively interact with and manage stakeholders' expectations Able to multi-task and work in a fast-paced environment Knowledge in ICT Procurement will be an advantage Position offered will depend on the experience of the successful candidate.
