We are currently based at Metropolis, Buona Vista, Singapore. This will be a 3 years contract role.

Responsibilities:

• Manage procurement of material and services for assigned projects and ensures all items are procured at optimal cost and delivered on time, while meeting quality requirements and engineering specification.
• To be responsible for execution of packages, supplier performance evaluation, sourcing strategy, developing new suppliers and obtaining significant cost savings for the assigned project.

• Defines and directs activities of all procurement personnel for assigned projects.
• Implements, tracks and communicates performance criteria for measuring Procurement Department Performance Level.

• Trains all personnel in the procurement department for assigned projects and ensures that all routine procurement functions are carried out efficiently and expeditiously.

• Improves, implements and ensures compliance with procurement policies and procedures. Enforces ethical practices in all dealings with suppliers for the Project and company.

• Maintains, evaluates and expands reliable sources of supply and backup sources of supply to ensure adequate suppliers production capacity. Develops new suppliers.

• Develops relationships with key supplier personnel and improves understanding of cost, schedule and quantity drivers. Evaluates and communicates performance measurements to suppliers, identifies areas for improvement and follow-up with corrective actions.

• Authorizes purchase orders and other contractual agreements in accordance with policies and procedure for assigned projects. Ensures that all purchase orders are properly prepared and marked with accurate account numbers in accordance with Accounting Requirements.

• Negotiates major purchase orders and contracts and reviews commercial terms with Contract Administration Manager, Procurement Manager, Finance and Commercial as appropriate.

• Coordinates all contract change orders with project management team.

• Approves invoices for payment per company policies and procedures and PO close out form.

• Supervises 15-20 employees under various roles such as Senior Procurement Specialist, Procurement Specialist, and Expeditors.

Requirements:

• Degree in Engineering, Supply Chain, Purchasing and Materials Management or business administration.
• Minimum 12 years professional experience in purchasing or materials management, at least 5 years\' experience in people management role.

• Experience with supply chain management, supplier quality systems, awareness of industry cost drivers, commercial contract management and implementation of sourcing strategies.
• Must have thorough understanding of internal and customer specifications for the commodity, raw material or services required.
• Must have a thorough understanding of fabrication and installation processes and befamiliar with commodities and services used in production processes.
• Strong knowledge of organizational structure.
• When involved with outsourcing, must be familiar with supplier capabilities includingquality, capacity, NDE capabilities, etc.
• Demonstrates proficiency in mentoring, thinking creatively and project planning.
• Experience with SAP and Documentum preferred.
• Demonstrates exceptional negotiation skills, planning skills and interpersonal skills in order to interact with suppliers and co-workers in a team-based environment.
