JLL are seeking a Regional Programme Manager, based in Singapore, to be part of a Global PMO, providing oversight to projects being delivered by JLL teams across APAC. The successful candidate will report to the Global PMO Lead (based in the US) and should possess strong cross-functional leadership skills to drive the completion of projects, including project evaluation, project design, leadership alignment, and executive oversight. The candidate will work directly with the client\xe2\x80\x99s internal real estate organization and business units to oversee the entire life cycle of the construction project.

This position requires a self-starter who has experience managing large scale construction projects, interfacing with internal and external stakeholders, and ensuring all work is performed in compliance with the documented process, procedures, and client requirements.

As this role requires extensive liaison with, JLL and Client teams in the US, it is expected that some calls will be out of hours to accommodate time zone variances.

International travel within Asia Pacific may be required.

Roles & Responsibilities

Work closely with Client\xe2\x80\x99s APAC Real Estate team to identify, scope and estimate project costs and schedules in preparation for pre-funding approvals.

Further refine the project scope, cost, and schedule with the APAC Real Estate and the Project Execution team.

Coordination and completion of the summary project business case including scope, cost estimates, preliminary schedules, key stakeholder identification, project risks, and forecasted cashflow.

Manage project planning responsibilities with client resources regarding vendor identification, procurement, client technology, and client security.

Work with the client and vendors to identify value engineering and other costs savings opportunities.

Ensure the Project Execution team are appropriately managing the project through schematic design prior to capital plan approval.

Support the APAC Real Estate team in the development of the documentation and presentations for project capital plan approval.

Ensure JLL\xe2\x80\x99s APAC Project Execution team are submitting proposals, with appropriate resources to support the project execution, in compliance with the process and the account\xe2\x80\x99s master service agreement.

Be accountable for project oversight to include, material scope changes, budget/schedule adherence and changes, and the escalation of issues by acting as an intermediary between the Project Execution teams and the Business Unit organizations.

Ensure the JLL APAC Project Execution teams are following all process, procedures, and protocols in the execution of the project.

Ensure all project management information and data, is captured within the designated project management system (and other relevant JLL Systems) and, is timely and accurate to support month-end reporting.

Act as a point of escalation, liaising with JLL Country leads to resolve matters in relation to project stress

Continuous training of JLL\xe2\x80\x99s APAC Project Sales / Execution teams on updated proposal requirements, process changes, reporting, and project management system utilization.

Ensure that changes to scope or budget are reported on and managed in compliance with Client procedures.

Promote continuous quality monitoring and drive improvement on projects and documentation. Ensure best practices are being followed and hold Project Managers accountable for driving quality control at all stages of the project.

Ensure structured handover and close out of projects including documentation to relevant stakeholders such as FM, Finance etc

Manage risk related to projects. Ensure Project Managers adhere to JLL process and follow Client governance processes at all stages of the project.

Monitor adherence to corporate risk policies and practices, holding Project Managers accountable for mitigating or eliminating risk.

Be an advocate for and assures compliance of Health and Safety best practice with JLL and Client policy

Assist in the review and improvement of internal process and reporting.

Proactively work to resolve deficiencies in project delivery and escalate accordingly to the PMO Lead.

Other projects and responsibilities may be added at the manager\xe2\x80\x99s discretion.

Required Knowledge, Skills and Abilities

5-7 + years of experience in program or project management delivery of capital works (in the case of project management, multiple projects delivered for the same Client), with experience in logistics, light industrial / manufacturing, healthcare or other complex asset classes considered an advantage.

Experience using data and metrics to drive improvements.

Proficient in MS PPT, MS Word, and Excel. Experience with other Project tools is a plus.

Must have prior experience in an external customer/client facing environment

Team-oriented, very responsible, self-motivated, and focused on exceeding client expectations

Other Knowledge, Skills, and Abilities:

Strong strategic analytical skills with an ability to carry through with delivering on implementation of the strategies.

Ability to communicate effectively to all relevant stakeholders: from new client prospects, existing clients, internal managed staff to the internal Executive team and major shareholders.

Ability to provide accurate analysis and assessment, while maintaining a sense of urgency to meet the needs of business changes.

Demonstrate problem-solving quantitative and analytical skills using data to drive decisions in a business environment.

Experience conducting business assessments & analysis, and interpreting the results into custom multifaceted enterprise solutions

Ability to adapt to a fast-paced, continually changing business and work environment while managing multiple priorities

Knowledge and ability to understand and negotiate complex risk.

Ability to work across departments internally to solve any client issues that arise.
