What are we looking for?

We are looking for a dynamic individual to take on the role of Facilities & EHS Manager based in the L\'Oreal Singapore office. In this role, you will report operationally to the Facilities Manager and have a matrix reporting to the EHS Director of SAPMENA. Your key interactions will be with the Zone EHS team, Admin, Sales and facility team for the country. You will lead to oversee and all aspects of facilities management and EHS throughout the Singapore portfolio inclusive of offices, retails, and academy.

Facilities Management (FM) Role & Responsibilities

  • Develop strategic and operational roadmaps which define best practice FM processes and activities and operational / service levels across the function, developed in consultation with internal and external stakeholders.
  • Provide facilities expertise and input for Planning, managing, and monitoring the FM expense and capital budgets, providing cost control and cost-effective sustainable investment.
  • Leverage data and new technologies to drive continuous improvement and innovation in operational performance, site resiliency, sustainability, and overall workplace experience.
  • Develop and implement innovative programs, processes and procedures that reduces short and long- term operating costs, optimize operations and increase productivity.
  • Set up and maintenance of Facilities and Environmental-related regulatory operations, being the representative for quality, environmental and other internal and external audits
  • Plan and implement the use of an Integrated Workplace Management System for work order, space, and services management.
  • To act as center of excellence to local FM to plan and manage facility central services such as staff amenities, mail room, reception, out-sourced catering and events services, pest control, cleaning & janitorial services, security, artwork, landscaping, licensed waste disposal, parking, company bus and shuttle transportation service.
  • As the FM contract owner manage the outsource FM vendor thru administrating the contract and KPI management.
  • To monitor the use of electricity, gas and water and implement plans to reduce the rate of consumption of these utilities for One SG Office. To manage space planning for ONE SG Office for maximum efficiency, coordinate intra-office moves and space allocation for new starters.
  • Plan and implement all facilities maintenance, leasehold improvement, and infrastructure upgrades to support business requirements and initiatives.
  • Provide technical input to the business continuity planning process and be available to support the corporate Crisis Management and Response team for ONE SG Office.
  • To Lead the One SG Office security set-up and oversee daily guarding operations (24/7) including but not limited to CCTV, access control systems, master key systems, radio communications and visitor management and contractor induction systems for ONE SG Office.
  • To review departmental workflow, resources, and training needs regularly for continual improvement and talent retention
  • Provide advice and technical help to enable staff and vendors to interact with and work effectively within the buildings by being proactive and pre-emptive in addressing and resolving issues in a timely manner.
  • To provide an on-call service and be available to provide after-hours instruction, advice or presence as required during any service interruption or emergencies.
EHS Role & Responsibilities
  • Manage and drive EHS in day-to-day operations and lead managers to lead EHS activities
  • Ensure the observance and the application on the site of the EHS system and company policy
  • Deliver general EHS training on site and drive the EHS training program of the site with HR and managers.
  • Collaborate with key stakeholders and Corporate Communications to spread awareness on EHS
  • Ensure the regulatory monitoring, communication and action in line with regulation
  • Implement continuously the L\'Or\xc3\xa9al EHS system and policy, assess the requirements\' conformity of the site and provide expertise during risk analysis.
  • Carry out EHS internal audits (control of non-conformities, implement and follow-up corrective actions).
  • Contribute to enquiries about accidents, incidents, and occupational disease.
  • Lead and help the business drive safety initiatives for Sales Force
  • Contribute through representation in various forums like Road Safety Committee and Women Safety
  • Drive Ergonomics program in line with Loreal\'s vision and statement
  • Contribute to an exhaustive and accurate group EHS reporting.
  • Contribute to EHS & Admin team projects and initiatives
  • Contribute to reduce the environmental impact in his/her perimeter of activity and participate in e.g. Loreal for The Future
  • Bring expertise and innovative ideas on energy, water, waste and biodiversity management at sites
Key Requirements
  • Bachelor of Engineering - Mechanical /Electrical/ Fire Engineer with Diploma in Safety Management will be a plus
  • 8+ years of facilities operations management experience in a multi-office environment across multiple time zones, including experience as a team lead (especially in structuring and scaling a team) and primary responsibility and accountability for sizable operating budgets.
  • Demonstrated organizational and communication skills, and customer relationship management experience.
  • Experienced professional in EHS with experience in conducting internal and external audit, applying and managing risk evaluation methods
  • Experienced in managing and maintaining site safety, fire protection, emergency plans
  • Experienced in managing EHS training plan, delivery, and implementation of EHS strategy, action plans, tools and programs to achieve group\'s objectives
  • Experience in managing projects related to office facilities and sustainability initiatives
  • EHS Certifications e.g., NEBOSH will be a plus
  • Ability to work effectively within deadlines in a fast-paced, growing environment.
  • Travel as and when required
