What the role is:PSD\'s HR Policy cluster is the Public Sector Centre of Excellence for several areas relating to people policy, including talent attraction, compensation, performance management, and benefits. We ensure that our Public Sector can continue to attract, develop, retain, and motivate the right talent to build Singapore for the next generation.What you will be working on:Reporting to the Senior Assistant Director, you will be in a team involved in: \xe2\x80\xa2 Stewarding the performance management and progression frameworks for the Civil Service. This will require you to be familiar with the framework, and provide advice and guidance to the Ministries and our Business Partners with regard to our performance management and progression policies. o In particular, you will be involved in our efforts to transform our performance management and progression framework into a competency-based system. \xe2\x80\xa2 Reviewing the performance management framework and recommending and implementing policy changes to ensure that it remains relevant and effective for incentivising an engaged, effective and performance-driven Civil Service. This involves studying market trends and best practices in the private and public sector. It also entails working with other HR policy functions (e.g. appointments, compensation, benefits, superannuation and exit) to ensure alignment and coherence of our HR System. \xe2\x80\xa2 Working with the PSD Data Office and HR systems teams to define the various data products and data needed to support timely analytics in the area of performance management; and with the Human Resource Leaders of public agencies to ensure that the analysis meets their agency needs.What we are looking for:We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service. [Work Experience & Competencies] An ideal candidate should possess the following: \xe2\x80\xa2 Curiosity about problems, the drive to follow analyses to their logical conclusion, and the resourcefulness to navigate the prevailing policy context to design and implement effective and timely solutions [Thinking Clearly and Making Sound Judgements] o Ability to understand historical precedent in context, determine applicability to current scenarios, and triangulate against current best practice to make recommendations o Willingness to learn legal instincts and principles to help navigate legal and contractual requirements to arrive at practical policy solutions \xe2\x80\xa2 Logical reasoning, analysis, and strong sensitivity to numbers / data processing [Analytics and Sensitivity to Numbers/Data Processing] o Comfort with quantitative analysis (training on the job can be provided) o Ability to extract and distil complex analysis into key decision points for senior stakeholders o Ability to use data and analytics to generate insights and foresights for planning purposes, and communicate evidence-based recommendations through clear visualisation methods \xe2\x80\xa2 Strong communication & engagement skills [Working Effectively with Stakeholders] o Ability to communicate complex issues and policy solutions to public officers o Willingness and drive to effectively engage with a range of stakeholders to ensure that policy is successfully implemented o Self-starter and strong team player who is able to both work independently and in collaboration with others \xe2\x80\xa2 Attention to employee experiences while meeting agency needs [HR Policies] o We design and review employee experiences to ensure that policies are implemented with empathy and take into account the needs of the different groups of public officers. o We also aim to bring out the best in employees in a manner that is aligned with the Public Service core competencies. This includes building performance management capabilities of the HR community and Line Managers.
