What the role is:PSD plays the role of functional leader for HR in the Singapore Public Service, with the Chief HR Officer (CHRO) as Head of Profession. The vision of the CHRO\'s Office (CHROO) is to position Singapore Public Service as \xe2\x80\x9cThe Employer of Choice\xe2\x80\x9d to attract, manage and develop our officers so that collectively, we contribute towards building a Trusted Public Service with Citizens at the Centre. The Office serves to professionalise HR in the Public Service and provide professional leadership to some 3,000 HR Leaders and officers across the Public Service. We do so through the 5 \'Cs\': i. Building a One trusted HR Community; ii. Uplifting Capabilities; iii. Increasing Capacity to transform; iv. Building Collaboration and benchmarking standards; and v. Facilitating HR Career development and branding.What you will be working on:You will be part of a lean team to support our CHRO and drive our vision across Public Service HR. You will manage the development, deployment and succession planning for our HR Leaders across the whole-of-government and talent pool. Additionally, you will provide high-level administrative support to the CHRO. Your key responsibilities are listed below: \xe2\x80\xa2 Design and implement programmes for HR Leaders (HRLs), including recruitment/deployment processes and developmental interventions. \xe2\x80\xa2 Design competency-based development roadmap and strategy for HRLs and their successors. \xe2\x80\xa2 Design deployment and related processes for HRL movements and postings. \xe2\x80\xa2 Develop succession plans for all Public Service HRL positions. \xe2\x80\xa2 Conduct job matching and rotations for suitable HR officers to HR leadership roles. \xe2\x80\xa2 Develop career development strategies and initiatives in supporting the attraction and development of HR professionals in the Public Service. \xe2\x80\xa2 Convene community learning platforms with global thought leaders, leading practitioners, professional service firms and professional bodies to plug into industry developments at the national and global levels and adapt for use in the Public Service.What we are looking for:[Values] We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service. Anticipate and keep abreast of upcoming HR trends and challenges to plan for the future in an agile manner, by formulating appropriate plans and follow-up actions to improve HR and organisation effectiveness. \xe2\x80\xa2 [Working as One Public Service] Ability to understand how our work contributes to whole-of-government outcomes. Reconcile differing views and develop plans to achieve common goals. Foster strong relationships and networks within and across agencies, so as to build trust, influence effectively, facilitate conversations and collaborations. To achieve this, you should possess the ability to communicate effectively through strong written and oral presentation. \xe2\x80\xa2 [Improving and Innovating Continuously] Open to experiment with new ideas to improve work processes and service delivery while managing risks and considering the perspectives of different stakeholders. [Work Experience] \xe2\x80\xa2 At least 3-5 years of HR experience in a large organisation, preferably driving strategic changes in close partnership with stakeholders at all levels. \xe2\x80\xa2 Possesses basic appreciation of the strategic role, purpose, objectives and challenges of HR practices in the Public Service. Prior work experience in the HR field of the Public Sector is not required, but preferred.
