Role Purpose: - Lead strategic procurement function for certain territory within East Asia region to maximize efficiency and ensure compliance with global procurement policies and processes. The function team may include procurement managers and procurement officers. - To lead and promote cross country procurement activities and ensure consideration of collaboration of opportunities is undertaken on regional large scale procurement work. - Working with the head of procurement for East Asia, the global Category Managers, deliver global and regional approach at country level also. - This post in critical as this role need to deliver sustainable procurement operation model which include Organize category management sourcing for cashable and none-cashable benefit Drive and deliver procurement activity effectiveness improvement with rationalization of No of procurement activities and vendors Establish P2P process optimization long term plan and implement together with Procurement admin hub Provide partnership with head of business to build strategy insight of outside market solution to support future business operation / model change Be accountable and ensure procurement process transparency and right level of control with good practice and system set up in place Review and update procurement operation dashboard to County Director and business lead Main accountabilities but not limited to the following: Procurement Strategy Implementation: Develop business knowledge including understanding the British Council's strategic direction and ensuring this is reflected as appropriate in the Category Strategies so that supplier services are aligned to and support deliveryUnderstand the needs of country and ensures procurement activities address this, partnering where possible with other regions and assist in peer review of other clusters within the region. Develop, monitor and review procurement key performance indicators and service performance indicators, ensuring that corporate procurement policy is implemented in the respective Clusters. To be a source of knowledge and provide advice to colleagues in the general area of contracting with suppliers of goods and services, procurement tools and techniques especially in the public sector. Using central spend analysis data and local knowledge, manage and forecast spend on behalf of the cluster delivering tangible financial savings and efficiencies through value-add procurement activities.Review routine compliance reports and discuss issues on non- compliance with Regional Head of Procurement, Country Director and Country Financial Controller Review and validate additional vendors where we have a procurement strategy Support the implementation and use of e- procurement technology to increase operational efficiency, delivering the implementation of agreed payment method changes. Working with the Regional Head and other Cluster Managers advise which spend categories to tender and perform market analysis ensuring alignment to Category Plans where they exist or are being established. Lead team to deliver sourcing initiatives across the whole country according to process best practices (internal analysis, external analysis, tender, negotiation, contracting, implementation). Support the global or regional procurement teams in engaging with local stakeholders for regional sourcing projects. Team Management Lead procurement team to build activity plan for 23 years including category management, process management, stakeholder engagement, compliance and risk management with clear deliverables. Promote and facilitate all procurement activities to ensure right level productivity to achieve deliverables. Perform regular performance reviews to collect and provide feedback on both sides. Establish and maintain people development plan to fit team career development needs. Supplier Management In partnership with the head of procurement for East Asia, develop a qualitative and quantitative measurement and feedback system for suppliers, and ensure regular reporting to support the supplier management process.Lead team to perform quarterly supplier surveys and communicate findings including undertaking periodic reviews of SLAs to ensure that service levels are updated in line with evolving business requirements. Be accountability for SLA performance vis--vis country services Lead team to manage and forecasting spend with suppliers on behalf of the business, and conduct half yearly value for money reviews and implement improvements. Compliance Lead team to plan and deliver sourcing activity in compliance with Procurement policy and other relevant policy. Assist the Region in anticipating EU tenders' requirements in partnership with the teams in countries across all SBUs. Bring support if needed on EU tenders for East Asia, using In-tend. Ensure constant alignment to the British Council's procurement procedures and policies. Cooperate with audit team to work on country audit and work on improvement plan if there is. Efficiency Under the leadership of the region, contribute to the implementation of solutions to reduce administrative workload around sourcing activity, contracting and PO process: Department purchasing cards Lodged card for travel Variation allowance between PO and invoice Under the leadership of the region and together with Procurement admin hub, contribute to systems update to improve the overall purchase to pay process Appropriate approval flows Approval on mobile Re-alignment with the organisation's structure Supplier master data clean-up and PO delivery process automation Stakeholder engagement Engage with Country Directorate and head of business to provide strategic view of procurement. Participate and contribute to Country Management Team meeting on the duty of this community. Set up communication framework on senior business / department lead and also operation team to ensure all changes and updates are well delivered to right level of people. Drive stakeholder understanding on the effectiveness of procurement work and continuously deliver procurement training in all dimension to maintain good understanding of procurement function, process and policy. Role specific knowledge and experience: Experience of relevant Category Management Ability to lead change / communicate efficiently Able to analyse and present data in a meaningful way Able to present to project steering committees (business case, project report, status, plans) Proficiency in Microsoft Office Suite (Excel, Word, Outlook and Power Point) Able to travel within the Region Further Information: Pay Band: 7 Contract Type: 1 year fixed term with possibility to extend Location: Flexible within EA (Australia, Myanmar, China, Hong Kong, Indonesia, Japan, Korea, Malaysia, Philippines, Singapore, Taiwan, Thailand and Vietnam) Requirement: .
