Main purpose of job:

In September 2023, the UK and Singapore launched the Strategic Partnership, setting the direction of the UK-Singapore relationship out to 2030.

To support the delivery of this partnership, the British High Commission (BHC) is looking for a Communications Manager for Public Diplomacy and Internal Communications.

You will be a seasoned campaigner with experience in delivering high-impact campaigns and events on both digital and on-ground platforms.

You will drive effective and impactful public engagement, delivering impact for and promoting the BHC and His Majesty\'s Government (HMG) in line with our strategic objectives.

You will ensure our internal communications are effective, empowering and values-led.

Roles and responsibilities / what will the jobholder be expected to achieve:

The role holder will: * Effectively and creatively communicate the soft power priorities of HMG and strategic priorities of the BHC in Singapore to a Singaporean audience, through campaigns, events, and partners;

  • Develop and drive internal communications, ensuring consistency of brand and messaging internally, supporting leadership and change processes to communicate effectively;
  • Develop an effective, responsive and dialogue-based communications approach with the British community in Singapore;
  • Develop and apply branding materials to support communications activities and;
  • Work flexibly with the rest of the communications team to deliver excellent communications products for the British High Commission.
You will be challenged to plan and deliver ambitious projects to protect, project and promote the UK in Singapore. You will:
  • Develop and deliver the High Commission\'s public diplomacy strategy by designing and delivering innovative campaigns and events in support of our strategic objectives. Develop creative and effective ways to promote the UK\'s objectives through soft power, including education, culture, the arts and sports;
  • Identify milestones and significant events throughout the year for public diplomacy initiatives that benefit the UK-Singapore bilateral relationship, and then deliver impact around and through them;
  • Secure sponsorships and partnerships that extend our reach;
  • Evaluate campaigns and use evaluation data and insights to better understand audiences and feed into the wider strategic communication plan;
  • Develop a network of relationships - including but not limited to social, arts and culture groups to facilitate our public diplomacy efforts, and facilitate delivery of BHC goals;
  • Drive the BHC\'s relationship with the British Community in Singapore, ensuring stakeholders are informed of and included in relevant activity;
  • Develop and manage the internal communications platforms at the High Commission through high quality communications materials. Support senior leaders in the High Commission and collaborate with colleagues to ensure that our internal communications are aligned with our values and objectives;
  • Ensure consistency of branding and communications across internal and external facing products;
  • Lead colleagues and teams across the High Commission to integrate public diplomacy and internal communications into their work.
Essential qualifications, skills and experience 1

Essential on Arrival:
  • Determined, self-sufficient, enterprising and team-oriented individual who is driven by an interest in public diplomacy and international relations.
  • Bachelor\'s degree or equivalent in a related field.
  • Significant experience of developing and delivering successful public communication or public diplomacy campaigns.
  • Events management experience, comfortable designing and delivering public-facing and internal events.
  • Excellent programme management skills; effectively managing resources, competing priorities and multiple projects to successful delivery.
  • Ability to effectively manage complex stakeholder relationships, both internally and externally, with the ability to influence, negotiate and represent the organisation at a senior level.
  • Flexible and prepared to contribute to the wider work of the British High Commission.
  • Experience of communicating through a variety of mediums, including digital and new media, and non-traditional engagements.
  • Enthusiastic, energetic and highly creative team player with a passion for public diplomacy.
  • Strong communication skills - written and oral, able to communicate effectively in English.
Desirable qualifications, skills and experience 1

  • Knowledge of the Singapore political and media landscape.
  • Ability to communicate in Mandarin, Malay or Tamil languages.

Benefits:

We offer a competitive package, which includes basic salary of SGD 5,211 per month and a generous annual wage supplement (as part of total guaranteed remuneration) of an additional 2 months\' salary paid out in December each year, Central Provident Fund (CPF) payment in lieu for non-Permanent Resident foreign nationals, 23-days annual leave entitlement and a health insurance plan. The basic salary is non-negotiable.

We have a generous leave offer including: 23 days annual leave, increasing to 25 after 5 years\' service, with the option to carry over up to 12 days into the subsequent leave year; 14 public holidays; generous maternity and paternity leave; and childcare leave.

We offer medical insurance to support staff with the high costs of healthcare in Singapore and periodic reimbursement for the cost of eye tests and replacement eye wear.

We offer time and financial support for the successful candidate to take advantage of professional learning and development opportunities inside and outside of the organisation.

The BHC has an active Learning & Development Committee which works hard to provide a comprehensive L&D offer. There is a wide range of options available for personal development including training courses, coaching and mentoring, job-shadowing, presentations and learning sets. Staff have access to a wide variety of online resources through the International Academy and Civil Service Learning. Staff are strongly encouraged to take advantage of all available opportunities.

All new hires undertake a workplace induction and there are a number of mandatory e-learning courses that must be completed in order to pass probation.

Working Patterns:

Normal working hours are 37.5 per week: 8.30am to 5.00pm from Monday to Friday.

Some weekend work, advising or responding to stories and/or events when necessary. Time off in lieu will be given when this is necessary.

BHC Singapore supports and promotes flexible working as a crucial part of our inclusive offering. The BHC currently allows staff to work flexibly at home for up to 40% of their time.

Other Information:

In addition to the duties which this job normally entails, you may from time to time be required to undertake additional or other duties as necessary to meet the needs of the High Commission, including playing a part in the corporate life of the mission and supporting any crisis response.
