ROLE SUMMARY The Tuas Production Planning Director is responsible for all activities related to:

  • Long Range Planning (Demand, Supply, inventories, and capacity)
  • Supply Chain orchestration (supporting global brand S&OPs, production volume budgeting and LEs)
  • Demand Management (Supply prioritization and allocation, Demand and Supply alert management, Demand validation);
  • Production Planning (Volume and supply projection, rough-cut capacity analysis, and Plan of Record);
  • Network Planning (Cross-site planning, API/DS management);
  • Plan Governance (allocation planning and supply governance);
  • System Parametrization and MD review.
  • Inventory Management of finished API, intermediates and RSMs
  • Demand Signal Maintenance: source change demand modelling.
  • Life cycle transition planning (product transfer planning)
The colleague is a member of the Tuas leadership team, and closely collaborates with Value Stream Leaders, Supply Chain leader, Operational leaders and their teams. It interfaces and receives input from the Global product teams (PPLs/BSLs) on long range forecasts, regulatory strategy and other strategic product needs and develops a feasible and balanced supply plan in accordance with agreed service levels and target inventories, capacity plans and identified constraints. In addition, he/she, collaborates with the Site Supply Chain and Finance leaders and the site LT in defining budget volumes and supporting the LE process. He/she is accountable for delivery against a range of key metrics. The incumbent manages a team of colleagues who are ultimately responsible for production planning, cross-site planning; external API/DS supply management (if applicable); API/DS inventory control; API lifecycle management; allocation planning; supply governance; continuous improvement; system parametrization (including the system capacity management). The Production Planning leader drives all required changes at site and within his/her team to comply with global model and adapt to local site needs in alignment with global process owner and is responsible for an environment where standardization, continuous improvement and innovation in the planning area are embedded in day-to-day operations through the IMEx framework and where plans for managing talent are developed. ROLE RESPONSIBILITIES Long Range Planning
  • Drives definition of a multiyear supply and inventory plan incorporating input from Global product teams (PPLs/BSLs), New products team, plant value Stream leaders, regulatory and PGS Strategy teams
  • Facilitates tradeoffs across requirements from global brand long range forecasts, strategic brand requirements, New product launches, regulatory, and API variant and manufacturing network changes
  • Identifies long range capacity requirements
Life Cycle Transition Planning
  • Leads transition planning for all products into Tuas site
  • LRVF Requirements Planning
  • Long Range Demand Management
  • Demand Verification (weekly, monthly, quarterly and/or 6 monthly demand verification support)
  • Budget Planning (supports budget process, phasing of 10y requirements plan)
  • Budget & LE Projection (supports LE submission with latest demand phasing)
  • Supply Management / Transition Planning (plans product transitions from Pfizer to Pfizer, Pfizer to CMO or CMO to Pfizer sites)
  • 5y Volume + SPA Integration (leads annual 5y plan review with OpU and BUI teams)
  • Long Range Demand Single Source of Data (ensures single point of data and access within the network)
Demand/Capacity management
  • Drives a monthly demand changes analysis and analyze the results with the planning team to evaluate the impacts and address any concerns with stakeholders.
  • Communicates any demand changes with budget / LE implication in terms of volumes and capacity.
  • Runs sensitivity testing to reflect different demand and execution scenarios.
  • Leads the monthly capacity planning analysis with the site and provide volumes LE to finance.
  • Owns capacity definition and ensure accurate system data; review and update run time standards based on actual performance
Customer Supply Management
  • Collaborates with site teams on new product introduction and network transfers.
  • Manages transition stock builds for all network changes and corporate projects.
  • Supports all corporate initiatives at the site requiring input/guidance from production planning team.
Parameters and Metrics
  • Ensures regular maintenance, validation, and optimization of supply chain MD.
  • Monitors the Key Planning Metrics (such as Market coverage, etc..) and take actions to improvethem. \xc2\xb7
  • Contributes to drive the Planning & Scheduling Tier 1 meeting and contributes and joins Tier 2-3 OpU & GSC meetings.
Team interface
  • Represents the planning function at site D&OP /ORM and other site strategy forums.
  • Above site interface (BSLs, PPLs, etc..).
  • Prepare key inputs for OpU Supply Governance process.
  • Work with the Production Planning Process Team to drive. continuous improvement and deploy new capabilities/tools and ensure a system-based planning.
Planning Team leadership
  • Brokerages tactical planning decisions and issues escalated by the team using judgment to resolve trade-offs.
  • Engages with relevant stakeholders (Site Supply Chain lead, Operations leads, Value Stream/portfolio leads, API PP lead) to resolve major supply/cost/inventory trade-offs.
  • Manages performances of Planners.
  • Develops tailored training curriculums based on each planner capabilities, technical skills and development plan.
  • Supports and facilitates targeted coaching.
  • Drives capability development and sustainment of HOSuN processes and IMeX methodology.
  • Lead special projects requiring planning expertise requested by site leadership.
Leads Tier 1, 2 board reviews with Production planning team. Ensures cross department links and escalation into Tier 3 boards. BASIC QUALIFICATIONS
  • BS/BA in Technical or Business field required (supply chain management, systems or industrial engineering); advanced degree a plus.
  • 10 or more years of experience in Logistics and Supply Chain Management in Pharmaceutical Industry or equivalent. Proven experience in supply and inventory planning and operational execution.
  • Deep understanding and experience in API manufacturing /operations/supply Chain Management
  • Broad understanding of the logistics and supply chain environment, process development, and ERP/advanced planning systems (e.g., APO, ECC, BI) and best practices is required.
  • Proven problem solving and analytical skills (including technical skills with Business Intelligence platforms - e.g., SAP BI/BOBJ/Tableau).
  • Solid oral and written communication, and presentation, and project management skills are required.
  • Excellent targeted messaging skills are a requirement.
  • Ability to interact, build effective relationships, and influence leaders at all levels of the organization is required.
  • Ability to work effectively in an environment of competing priorities with concurrent deadlines.
PREFERRED QUALIFICATIONS
  • APICS CPIM or CSCP certification preferred.
  • Experience across diverse business portfolio a plus.
  • Ability to work in a complex matrix organization with strong teamwork orientation required.
  • Knowledge of Lean Manufacturing is a plus.
