What the role is:[Public Service Commission Secretariat] The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. Under the Talent Management arm of the team, we formulate scholarship policies and oversee talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.What you will be working on:Reporting to the Assistant Director (Talent Management), you will be part of the team supporting and facilitating the PSC\'s work in developing top-tier talents through PSC scholarships and maintaining oversight on scholarships throughout the Public Service. Your role entails: Outreach, Branding and Media Relations \xe2\x80\xa2 Manage the PSC scholarships brand through media/public communications/branding and outreach strategies. \xe2\x80\xa2 Plan and implement outreach efforts across multiple platforms to enhance PSC scholarship value proposition to key stakeholders. Scholarship Selection and Management \xe2\x80\xa2 Oversee, plan and execute high-signature scholarship events/ceremonies and milestone development programmes for scholarship holders. \xe2\x80\xa2 Mentor, coach and advise scholarship holders on their development plans and career paths, including overseeing their academic progress and participation in academic and non-academic programmes to ensure an all rounded development. \xe2\x80\xa2 Manage the day-to-day administrative matters pertaining to their finances, legal agreements, university relations, etc. \xe2\x80\xa2 Handle the end-to-end administration of the selected scholarships, from talent attraction to selection and assessment of candidates. Research, Network and Policy Development \xe2\x80\xa2 Develop expertise and specialist knowledge in careers in the Singapore Public Service, local and overseas tertiary education landscape, and various HR methodologies for developing top-tier talent. \xe2\x80\xa2 Network with partners such as local and overseas tertiary institutions and build strong rapport with university partners. \xe2\x80\xa2 Promote sharing of information and best-practices in scholar development methodology and scholarship administration with partners in other Ministries. \xe2\x80\xa2 Explore potential Gap Year and/or internship opportunities in the private and public sector for scholarship holders\' development.What we are looking for:[Values] We are looking for self-motivated individuals who can work independently and value integrity, teamwork and take pride in going the extra mile to provide excellent service. This includes the ability to implement talent management processes and initiatives to identify, engage and manage talents. You should be open to new ideas and approaches to talent development and be able to translate them into operational processes. You have experience in mentoring and managing talents in areas such as onboarding, training and development and managing their well-being. \xe2\x80\xa2 [Thinking Clearly and Making Sound Judgements] The ability to think on your feet, adapt flexibly to different operating situations, navigate different viewpoints and work under pressure of seasonal tight deadlines. \xe2\x80\xa2 [Working Effectively with Stakeholders] The ability to reach out, influence and mobilise internal and external stakeholders towards a common purpose; and engage them to better understand their needs and co-create solutions that work. You have experience designing and facilitating networking sessions and are a confident communicator who can interact with local and international partners to foster positive working relationships and identify opportunities for collaboration. You also possess strong interpersonal skills. \xe2\x80\xa2 [Analytics] Strong analytical skills and ability to leverage the use of data and research to generate insights for planning of policy and programmes.
