What the role is:Science, Technology, and Engineering (STE) are pivotal in modernizing public service delivery, as well as driving innovation and efficiency in the public sector. By integrating STE, cutting-edge solutions and strategies that address complex societal challenges are made possible, significantly improving the quality of life for our citizens. This role is with the People and Capability Development Directorate in the Public Sector Science and Technology Policy and Plans Office (S&TPPO). The team develops and implements HR strategies and levers to strengthen capability development and the career value proposition for public service STE professionals. You will be supporting the Director and Deputy Director in planning and executing strategic initiatives at a whole-of-government level, and to gather strong support across and keen participation from government agencies for these initiatives. The actual appointment would depend on the relevant experience that you hold. The Head position is equivalent to a Senior Manager or an Assistant Director, depending on your relevant experience.What you will be working on:

  • Capability Building: Review competencies and identify gaps at WOG level and curate training programmes to systemise development and grooming of public service STE professionals, e.g. systems engineering milestone courses, Public Sector Acquisition and Life Cycle Management Courses, Design Innovation Bootcamps. \xe2\x80\xa2 Stakeholder Engagement: Initiate, plan and organize STE community building initiatives that promote innovation, public service transformation and excellence among the public service STE professionals. These may include Community of Practices, Innovation Challenges, recognition awards, to name a few. \xe2\x80\xa2 Partnership Development: Partner central and public agencies in STE workforce developments to raise and develop the right profile of STE talents to support future demands. \xe2\x80\xa2 Advocacy: Synergise the effort across the public agencies to enhance perception of STE professions at a whole-of-government level.
What we are looking for:
  • Educational Qualifications i. Bachelor\'s degree in Human Resources, Science, Engineering, Mathematics or related disciplines \xe2\x80\xa2 Professional Experience i. Preferably 6 to 8 years of relevant experience in HR and/or capability building \xe2\x80\xa2 Competencies/Others i. Having a broad sense of perspective and strong ability to analyse complex issues and put forth actionable solutions ii. Excellent interpersonal and communication skills and be adept at influencing various stakeholders and driving collaborations iii. Ability to work independently and in a team to deliver results under tight timelines. iv. Pro-active, quality conscious, and attentive to details
About Science and Technology Policy And Plans Office:The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is a department under the Prime Minister\'s Office and serves as the functional leader for the Science, Technology and Engineering (STE) domain in public sector. We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
