RPG undertakes the statutory functions in the rehabilitation of adult and youth offenders, and the protection of children and families. Probation and Community Rehabilitation Service (PCRS): As part of the RPG family, the Probation and Community Rehabilitation Service (PCRS) is responsible for the effective rehabilitation of youth offenders on community-based orders with maximum participation of their families and the community. Through individual and family sessions and inter-agency collaborations, we deliver targeted interventions to steer youths away from offending behaviours and lead socially responsible lives. We are passionate and committed to making a difference to the lives of these youths and their families and are looking for like-minded individuals to join our dynamic and life-changing team.What you will be working on:Brief description of Job Scope: The jobholder is responsible for overseeing the policy and governance of the Integrated Service Providers (ISPs), which are key rehabilitation partners of PCRS. This involves promoting accountability and adherence to established policies and service requirements. Additionally, the jobholder monitors the implementation of policies and their outcomes, collaborating closely with key partners to ensure the seamless operations of ISPs. This encompasses the planning and management of the ISPs\' resources, including funding and services. Responsibilities: \xe2\x80\xa2 Develop and implement frameworks and policies to strengthen the governance of ISP\'s service delivery. \xe2\x80\xa2 Review and enhance the Service Models for the respective Diversionary Programme to support policy implementation, enhance programme monitoring and promote safe practices. \xe2\x80\xa2 Support policy formulation and implementation through data and evidence-informed practices. \xe2\x80\xa2 Establish transparent and efficient funding administration to ensure accurate and accountable funding disbursements. \xe2\x80\xa2 Coordinate engagement sessions and maintain proactive communication with stakeholders, as part of continuous improvement efforts on operational practices, processes, and policies. \xe2\x80\xa2 Assess, draft and coordinate staff submissions on media and parliamentary replies that reflect the positions of PCRS and ISPs. \xe2\x80\xa2 Ensure consistent and effective communication with stakeholders via different platforms such as briefings and circulars and provide accurate and timely updates and information, underpinned by analysis of context to stakeholders.What we are looking for:Competencies require \xe2\x80\xa2 At least 2 years of experience in service management, and/or operational policy and planning functions including knowledge in principles of funding models. \xe2\x80\xa2 At least of 1 year of experience in the field of offender rehabilitation or youth-related activities. \xe2\x80\xa2 Basic knowledge in using data analytics tools to derive simple statistics to understand trends, profiles and interpret research/evaluation findings in supporting policy considerations. \xe2\x80\xa2 Experience in stakeholder\'s engagement. \xe2\x80\xa2 Able to analyse critically and draft policy proposals with social-political, data and ground considerations. \xe2\x80\xa2 Clear and confident in articulating policy directions \xe2\x80\xa2 Good interpersonal and communication skills essential for effective stakeholder engagement.
