Job Description


What the role is:The role of Senior/Assistant Director, Programmes Management within the HIV-Hepatitis-Sexually Transmitted Infections (HHS) Division is pivotal in overseeing the strategic implementation of policies and strategies. The primary responsibilities include leading a team of executives and senior executives to develop and execute programmes aimed at controlling HIV and STIs and eliminating viral hepatitis C in Singapore. The role requires fostering strong relationships with healthcare providers, Non-Governmental Organisations (NGOs), and community groups to support programme implementation and build robust partnerships to further public health objectives. Additionally, the role involves providing oversight and supervision in the conceptualization, development, and implementation of HHS programmes, ensuring effective rollout and monitoring of health interventions. The Senior/Assistant Director is also responsible for managing budgets and financial reporting, mentoring junior staff, and overseeing their professional development. The position demands strong leadership and organisational skills to manage multiple projects and deadlines, ensuring the delivery of key performance indicators (KPIs) and other deliverables for HHS programmes. Communicable Diseases Agency (CDA) is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore\'s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. It will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:

  • Development and implementation of key initiatives such as training and outreach programmes and evaluating their impact \xe2\x80\xa2 Monitoring and evaluation of ongoing HHS programmes, research projects and proposing plans to enhance them \xe2\x80\xa2 Managing the allocation and utilisation of resources across multiple programmes, ensuring alignment with strategic goals, which includes overseeing the budgetary aspects and ensuring cost-effective use of resources \xe2\x80\xa2 Managing diverse stakeholders across various sectors and professional backgrounds, balancing multiple priorities and projects within a dynamic and fast-paced environment
What we are looking for:
  • Minimum tertiary qualifications in recognised disciplines, preferably in Public Health, Health Information Management, Social Sciences, or a related field \xe2\x80\xa2 At least 10 years of related working experience \xe2\x80\xa2 Knowledge of the healthcare landscape in Singapore, particularly in HIV, hepatitis C, and STI management \xe2\x80\xa2 Experience in public health programme management and stakeholder engagement \xe2\x80\xa2 Experience in working with government agencies, healthcare institutions, or civil societies would be highly advantageous \xe2\x80\xa2 Possess strong leadership and organizational skills, with the ability to manage multiple projects and deadlines \xe2\x80\xa2 Excellent communication and interpersonal skills to be able to work collaboratively in a diverse environment, manage expectations, and navigate complex organizational workflows to achieve programme objectives \xe2\x80\xa2 Proficiency in data analysis and strategic decision-making As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
